In particular, there is a rare window of opportunity to eliminate the Medically Dependent Children’s Program (MDCP) interest list for kids at Social Security Income (SSI) level as it transitions to STAR Kids managed care, at a modest $20 million GR cost.

The Latest

The House and Senate are meeting in Conference Committee very soon to settle on a final draft of the 2018-19 State Budget. Right now, there is no funding to decrease the waitlist. Pres. Trump signed an executive order Friday (Jan. 20) to weaken the Affordable Care ActThere is a lot of uncertainty about, among other things, what will happen to Medicaid entitlements under the ACA. We're watching this closely (Jan. 23, 2017).

Background

If the disability community needs a strong attendant work force, it also needs access to high quality, cost-effective community services. People with disabilities who are considered to require an institutional level of care and meet poverty guidelines are eligible for Medicaid Community Services Waivers, allowing them to live in the community (as opposed to an institution). According to the Department of Aging and Disability Services (DADS), as of June 2016, 212,989 Texans are on the Medicaid Waivers Interest Lists. Some have been waiting for over 12 years, and the list is only growing (see below, source: DADS).

In 2015, CTD advocated for funds to reduce the list by 20%, an expenditure that would have required $305 million from General Revenue in the State Budget. Unfortunately, the Legislature chose to allocate $163.4 million, enough funding for only a 4% reduction ($31.3 million to the STAR plus CBA waiver waiting list, $39 million to CLASS, and $93.1 million to HCS).
